Short answer: UAE e-invoicing is not mandatory from November 2026. Businesses with annual revenue of AED 50 million or more had to appoint an Accredited Service Provider (ASP) by 30 October 2026 and go live on 1 January 2027. Smaller businesses follow in 2027. A pilot and voluntary adoption started on 1 July 2026.
Key takeaways
- First mandatory go-live: 1 January 2027 for businesses with AED 50 million or more in annual revenue.
- The ASP appointment deadline for that group was 30 October 2026, extended from 31 July 2026.
- Smaller businesses go live from 1 July 2027; government entities are scheduled for 1 October 2027.
- Only business-to-business and business-to-government invoices are covered for now; consumer (B2C) sales are not in scope yet.
- A late appointment can cost AED 5,000 for each month, or part of a month, of delay.
What is e-invoicing in the UAE?
E-invoicing means sending invoices as structured digital data instead of PDFs, paper or email attachments. Your system sends the invoice to your Accredited Service Provider, which validates it and passes it to your customer provider. Tax data is reported to the Federal Tax Authority at the same time. The model runs on the Peppol network using the UAE PINT AE standard.
What are the UAE e-invoicing deadlines?
The rollout is phased by annual revenue. The table summarises what public summaries of Ministerial Decisions 243 and 244 of 2025 say.
| Group | What happens | Date |
|---|---|---|
| Pilot and voluntary adoption | Pilot by invitation; any business may start voluntarily | From 1 July 2026 |
| Revenue of AED 50 million or more | Appoint an ASP | By 30 October 2026 |
| Revenue of AED 50 million or more | Mandatory go-live | 1 January 2027 |
| Revenue below AED 50 million | Mandatory go-live | 1 July 2027 |
| Government entities | Mandatory go-live | 1 October 2027 |
Note that no phase starts in November 2026. If you were told that e-invoicing becomes mandatory next month, check the source: the first ASP deadline fell on 30 October 2026 and the first go-live is 1 January 2027. Confirm your own group and dates on the Ministry of Finance website.
What happens if you miss the deadline?
Public summaries of Cabinet Decision 106 of 2025 describe an administrative penalty of AED 5,000 for each month, or part of a month, in which a business fails to appoint an ASP or implement the system on time. Penalties apply from the mandatory date for your group.
What should businesses do now?
Work out which revenue group applies to you, then act in this order.
- Check your accounting or ERP software for e-invoicing support.
- Shortlist providers from the Ministry of Finance list of accredited service providers.
- Clean up customer tax numbers, addresses and units of measure.
- Run test invoices in the voluntary phase if your provider offers it.
- Train finance staff on handling rejected and incoming invoices.

Frequently asked questions
Is e-invoicing mandatory in the UAE from November 2026?
No. Public summaries put the first mandatory go-live at 1 January 2027 for businesses with AED 50 million or more in revenue. The ASP appointment deadline for that group was 30 October 2026.
Can I email PDF invoices instead?
A PDF is not an e-invoice. In-scope invoices must be exchanged as structured data through an Accredited Service Provider.
Do consumer sales need e-invoicing?
Not at this stage. Business-to-business and business-to-government transactions are covered; B2C may be added later.
Can I start early?
Yes. Voluntary adoption has been available since 1 July 2026, and starting early helps you find data problems before the deadline.
