Black Pearl, an HR consultancy, is recruiting a Head of Programme and Portfolio Management to lead a PMO in the UAE.
Location: UAE
Type: Full-Time | On-Site, with occasional travel to project sites
Key Responsibilities
- Develop and maintain the PMO strategy, structure, policies and governance framework
- Set project management standards, approval stages and escalation procedures
- Support project prioritisation and resource planning
- Oversee consolidated reporting on scope, schedule, cost, risks and dependencies
- Prepare executive decision papers and coordinate governance committee reviews
- Strengthen risk, issue and change control, and track benefits through project closure
- Lead and develop the PMO team
Requirements
- Bachelor's degree in business, engineering, project management or similar
- Extensive project or programme management experience, including leading a PMO
- PMP, PgMP or equivalent preferred
- Consulting or advisory firm experience preferred
- Experience improving PMO governance, project controls and executive reporting
- Strong stakeholder management and team leadership skills
